    i am thinking drupal with a custom header and addons, but i could be wrong(havn't used drupal in a while). but on the bright side, it looks 'clonable' in joomla or drupal.

    I would be interested in finding someone to do this in Drupal or Joomla for that matter.

    i think its drupal too, joomla usually has quite a different source code to that.
