    Right now i would have to go with Maxbounty, neverblue and Hydra.

    Hydra has been pretty sick lately, check out their free stuff offers, or gift cards, all of that stuff is awesome

    I would say copeac because they go out of their way to help their publishers and when you have a problem they like to get it resolved and you can always seem to get into contact with them via AIM quite quickly.
