I actually was doing PPC on CRZ gas offer with Bidvertiser.com (messing around with the free $20 credit they gave me.)

I believe it was NeverblueAds.com that had the offer if I'm right.

 

Is it? Any other network have this offer?

 

I am not sure but I know for a fact it IS NeverblueAds.com (I just double checked it.) It pays out around $1.50-$1.90 per completed EMail.

All you have to do is create an advertiser account at Bidvertiser. Don't do anything with it, and eventually they will send you a code for $20 in free clicks.
