I have an office in China doing offshore programming. I almost can assure you that we are pretty good. The only problem is that we only work with ASP.NET + MSSQL/MSDE. We do not take PHP orders. Our price range from 10-30 Euro per hour depends on the difficulty of the task. We're all entitled to opinions but I have found this site to be a great resource. I have met many VERY competent programmers that I continue to use regulary.
I'm not saying there arent competent programmers there, there are, but in my opinion its very hard to find them. If you find a good programmer, stick with them.
I have to agree with HOMER, all what we've tried with my company as far as SEO, link building or even web design was a disaster offshored !
