Im afraid that with web developers you get what you pay for, if you pay $5 an hour you get shitty work.

I have an office in China doing offshore programming. I almost can assure you that we are pretty good. The only problem is that we only work with ASP.NET + MSSQL/MSDE. We do not take PHP orders.

Our price range from 10-30 Euro per hour depends on the difficulty of the task.

We are charging reasonable cheap price but not dirty cheap and we ask for 30% advanced for most of the projects we do.

We're all entitled to opinions but I have found this site to be a great resource. I have met many VERY competent programmers that I continue to use regulary.

 

I'm not saying there arent competent programmers there, there are, but in my opinion its very hard to find them. If you find a good programmer, stick with them.

I have to agree with HOMER, all what we've tried with my company as far as SEO, link building or even web design was a disaster offshored !

 

Its all luck, if you look at that, when you find good worker, you know what you need to do.

Try Rent A Coder. I'm doing various projects through RAC for over two years now and you're likely to be impressed. I don't know about Scriptlance , never tried it.
