Anyone here have experience with TV Tuners?

I just got a new LCD 22" widescreen monitor and the two TVs I've had in my room are complete crap; the one is a huge 26 year old one that has bad color and bad sound now and the other is a really tiny, maybe 10 year old TV that doesn't even have composite inputs. Anyways, point being is that I'm getting rid of both TVs and am going to use my monitor as a TV since it's much nicer.

Now, what I'm unsure of is a couple things:
    1) I can't decide if I want to go with one with a VGA output to hook directly into my monitor so I can just hit the source button on the monitor to switch between my computer and TV Tuner inputs or if I should get a USB one that runs through the computer. If I get a VGA direct one, I'm sure the quality would be best and wouldn't have to worry about having my computer on or anything which is a big plus. If I get a USB one, I can finally record/stream gameplay stuff to put on YouTube and such, which I've wanted to do for a little while. I will probably go with the VGA one.. Note that it doesn't matter if I can't use my computer the same time I'm running something through the tuner since I actually have a dual monitor setup with my old CRT on the right so I can still do stuff through that one.

    2) Obviously the biggest question, which one to get? I really don't want to go above $80 so I realize there's not that many great options to choose from in terms of video quality. It has to have several input methods (composite and coaxial mostly) and have the right output depending upon the answer for my first question. I don't really care about a remote control or anything since it's not like I'm using antenna or cable TV; I have a satellite which obviously has its own set-top box. Really though, quality is the biggest part, for whatever I can get for under $80.

One more thing, if you happen to know of any good ones that are actually sold at a brick and mortar store such as walmart, kmart, best buy, circuit city, etc, let me know, because then I could just drive out and get it right away instead of having to wait for shipping. Otherwise, link me to a good online store that has your recommendation.

I appreciate any help someone can provide me with. I am getting incredibly lost in the sea of user reviews on newegg and amazon with one person saying it's incredibly great and another saying not to waste your money since the quality is below VHS standards.

    Thanks.

If you can still edit the title add for monitors to maybe find someone who can help you.

Ah, darn. Don't think so. I tried but it only modified the title of my post, not the thread itself. :/
