Anyone has some info on this animation?

Hi

Some years back a flash animation where Bush was falling was very popular.

I would like to make a similar animation but with a different face on it.

I do not have sufficient knowledge to make it myself. Any info on how to make it, anyone able to make it for me (i can part with some $), any idea where i could ask for help, would be nice.
