Its a phishing email. I am really shocked that it just looks like original paypal website. You should notice that this website doesn't have a genuine certificate. So its a phishing email.
i became absolutely unsure its a phishing or not, but i think right man right. the only way to make sure is, @OP. open your paypal.com, and click login. then bookmarked it on your browser . and every time you receive email from paypal, open the paypal login page at bookmarked page, and not click the link in your email. i think this way is more save.
Suggestion: Ok ok. Now since you are not sure it is a phishing website or not. A phishing website would not redirect you to Paypal website ( yes, PayPal.co.in is their genuine website only, but it is ridiculous that they are not using https:// moreover it is damn to easy for someone to know your name if he has done a paypal transaction with you in past but still assume it is real) So it is also possible that it is not a phishing website. Now what to do? Assume it is real but do not log in to that link ( remember it is still not secured ) Go to https://www. PayPal .com and login with your user id and password. Be careful to notice any notifications you receive while logging in, If there is none of them there is most probably no problem. Check for your status. If it is verified, then it adds more confirmation that there is nothing wrong. Forward that email to . If it is not a spoof email you will receive a reply. You can not ask paypal support about the problem because you can not tell them that your credit card is VCC. so no further option you have.

Why dont the website has SSL And BTW paypal is trademark and no one can buy a domain having named as "paypal" It can result in a copyright violation and they can take back domain easily But still caution has to be taken ... it is not a problem of verification... friends... i think it is due to auto renewal of domains or hosting.
As i ticked on the auto renew of domains and when they process it not be completed as there was no CC. Thats why i got this mail. I am not sure but 95 % chance of this cause.
My amount was auto withdrawn yesterday and today, I got a mail. I also felt suspicious and forwarded the email to and asked them, if it was sent by them.
