Can a page with Good number of backlinks & from high PR having <meta name="robots" content="noindex, nofollow">, top in Google organic results?

Why I am thinking about it...

    1. Google gives importance to backlinks.
    2. If good site refers to a page, it means that page is resourceful to google. i.e google maintain a database based on backlinks.

    I am

No, because that means the website doesnt want to be in the index. It will get removed.

I don't think that it is possible for a page with <meta name="robots" content="noindex, nofollow"> to rank well in any SE. IMHO, it won't be indexed altogether.
