Web design is what I do, mostly. It sort of happened - I didn't set out to become a web designer! I'm lucky because I live in a small rural area and lots of people knew me anyway from my computer troubleshooting business. I set up a couple of sites and the rest is history! Try setting up a local site for your church/local charity or whatever. Once people can see what you can do they are more likely to use you. Design some sites for your family - there must be someone who could use a site for their business/hobby. I always say that "people buy people" - by which I mean that people are more likely to use the services of someone they know. You need to be a "joiner" - join clubs, groups etc and tell people what you do.

Start writing articles on your subject. As join social networking sites like Twitter, FaceBook, LinkedIn, etc. You'll also want to seek out JV and affiliate partners to help promote your service. There is a million things you can do. The point is to go out and do them. Good luck my friend.
I agree with both replies. You have to develop your own marketing skills as a web designer. As a small business you're most likely to work for small clients. Most small clients will want you to design, seo & promote their website. Even if you sub-contract.
