Buying lead list will only get you in trouble with the ISP. You will end up getting blacklisted. You don't want to go that direction just generate your own leads. Its not hard to do.
Create a website, Blog and provide useful information and you can easily create your own email list. Remember QUALITY over QUANTITY! -C
even if you get the e-mail list, it would be a lot work to do, anyway, I will not know whether it is effective or not, then may be after a couple of days work, harvest nothing. If there is another way, I think better try another way.
Don't buy a list... you will be noted as a spammer... bought a list one time sent it out... most of them came back in my in box.. I'd rather do it naturally.. it will take some time to see results..

I think you better to paid for the owner to help you send newsletter rather then buying email list, you will get sue and in risk . I know that email is the best way to reach market no matter which situation and mostly you can send it in a short time and it cheap. If it seriously taken in law, it is illegal but no one will take action on that.
