Anybody knows if I'm allowed to use Social Bookmarking sites for my Spanish website?

Can I use popular Social Bookmarking sites such as digg or technotari for my Spanish website? Is this allowed? And if not, anybody knows high PR social Bookmarking sites for Spanish site? I only know the following for spanish:
