Any way to disable paragraph tags in Dreamweaver and Expression Web?

I just want to use BR tags exclusively.
It seems to me that only Kompozer can do this.

Is there any other software that lets you use BR tags only?
(or I should say BR instead of paragraph tags whenever hit 'return')
