Why would you want to start a brand new PTC. There are so many already and it's really hard to start it unless you got the business mind.
Make sure that you have already got advertisers waiting to sign up, have few self sponsored ads, start the site with maybe $1,000 in your account as some people will reach cashout VERY quickly.
Oh, another tip: If you anyways will set the site up, remember this name: YourOwnBux STAY THE HELL AWAY FROM IT!
YourOwnBux = buggy,memory inefficient, and security none. You'll end up paying someone like me to take the exploits out.
And teh admin is leaving exploits for himself on purpose. In the newest one(There is a fix for this though), you can set the timer to 0 and you can view the same ad as many times as you want =P
