An upcoming project? I'd hire a Web developer who knows how to write clean, semantic, and valid markup that's been optimized for the search engines as well as the regular users. If the developer also has strong Web copywriting skills or knows someone who does (like Linda Jenkinson or Robert Warren) then I'd give them stronger consideration. Seriously, real SEO begins before a single word or line of code is written. The rest is just pure marketing.
Dan Schulz hit the nail on the head there. Anyone can become good at SEO, it's just takes a little (emphasis!) time to understand, but it's nothing complex in the least. Marketing is where you want to be heading after you've acquired a coder who knows how to program semantically.
