    When signing up with Baidu, there are a few hoops to jump through. Nanjing Marketing Group helps a lot of non-Chinese clients sign up with Baidu. We do it both for accounts we manage ourselves and for accounts that we just setup for the client for them to manage on their own.

    There is an Amazon Chinese program. You can try to sell some products using them. PPC or CPM wise Chinese traffic doesn't have much value.
