Any PPC or CPM allow frames?

    Does anyone know any PPC or CPM that allow their ads to be put into a frame with no content in it?

    Ads in an empty frame is not a problem.
    The problem is that this frame must be in a page with content!

    The second company from this list of CPM have nothing in their terms about putting an ad in frame so try it :)
