I contacted them personally and they said that there is no official law that forces people to declare their online earnings. But because it's Portugal, there are no ways to be sure.

For who need to know there's no need to report anything with the adnetworks, simply declare that you are not an USA citizen, then when you receive the money in the bank account (after receive it from paypal and transfer it) you have to report them to the government (at least in Portugal, in the specific case of Portugal by "recibos verdes") Cheers!
