hi Shardul me too frm india you can try name.com.they don't require cc for registering a domain and they accept paypal. for hosting,you can try insanegb.its freee
i purchase my doman from godaddy and they accept paypal... you should not have any problem buying domains from godaddy.com with your paypal....
