any one tried usagc affiliate program?

    Hi there
    i was looking at usagc for usa green card affiliate program under this page:
    http://admin.usagc.org/admin/login_affl2.aspx

    they pay 30$ for 1-10 registration amount
    so they mean the paid registration?
    or they pay for the free registration?

    all ppl know green card affiliate! but i'm asking if they pay for free registration or paid!
