You should submit your best site with original content - traffic and ranking doesn't matter. I wouldn't submit a game, proxy, or a site geared towards teenagers, if possible. The site also must be in English targeting US traffic.

As long as your site has all US traffic and its in english you should be fine.

The YPN TOS states you cannot show yahoo ads to any visitor outside the US - however, if you are talking about a low percentage on non-US traffic (like 5%) then I wouldn't worry about it - but you should really use a program like phpadsnew to show adsense to those non-US visitors - to be safe, and to get paid for any non-US clicks.

That's odd that non-US visitors cant view it? I'm from Canada and I've seen a few Yahoo ads already.. (unless they are OK visitors from North America?)

If you don't use geotargeting, the ad is going to show to everyone. It's up to the website owner to filter by IP address. There are many publishers who don't geotarget - and many who have lost their YPN account when the percentage of non-US traffic was too high. I run YPN on some sites without targeting, but they have 95% plus US traffic.

Users from other countries can still see it, but their clicks don't count and YPN prefers that you do something to prevent users from other countries from seeing it...
