I have a new blog and i need blog submission to the top search engines, but i dont know where to begin.
I need traffic, can you please help me?

you can submit to blog directory, but it's not the main purpose to get site traffic honestly.

 

You can submit your blog to blogsearch engines like Technorati. Use free service like pingomatic to ping to blog search engines. If you use wordpress, you can ping automatically if you configure your wordpress settings.

 

Also you can get some traffic from blog commenting, if its relevant.

Blog directories should get you some backlinks, bringing serps increases, potentially bringing se traffic.

Tried any social bookmarking sites?
