Yes it can be registered by anyone regardless where the people stay in the world because the TLD is open to all to buy.
Most of regional domains allow anyone to register even you are not belong the country, but like .hk you need identity card to register.
It's not necessary to being from any certain country. If you live in US and you are makin g domain of other country then you wont be restricted.
.ca (Canada) can not be registered by anyone. You have to be a Canadian citizen or part owner of a registered/incorporated Canadian company. As StevePowers above said - different countries have different rules. .edu can not be registered unless you are an Accredited Educational Institution in the United States (and some other countries). .gov is strictly for the United States government .org can be registered by any one.
same goes for .Mars there are two options. You either belong to Mars (candy company) family or an alien from Mars. Otherwise you can not register them at all Just kidding It really all depends. When .Asia started you had to have some ties to one of the Asian countries or have a residencein one of the Asian countries, but I think now adays there are registerar that will fulfill that requirement for you so basically you can be a US citizen and have never even stepped in any country in Asia and you can still register them.
