Any offer under 4 $ month with dedicated ip ?

    I need a web host under 4 $ with dedicated ip 50 MB disk space, 15 - 20 GB bandwidth for one file. ( probably i will not use that amount of disk space and bandwidth but i need the dedicated ip ).
