Is there any negative effect on pagerank (and other properties that determine search results) when you redirect your whole website to a new domain? All the paths will remain the same, just the domain name will change. And if so, how long did it take you to get back to the level you were at before switching the domain?

I'm sorry, but there is no way you can be sure about these stats.. like.. where the hell did you find that at all? Or is it just some random numbers? However, as posters above said 301 redirect will pass all your link juice and rankings to redirect destination domain.
301 Redirect is the best way to transfer the site authority to an new url. We can't say that the authority will fully passed to new domain, surly will influence . In my practical experience for some time the my position is filled by my competitors, with in short pan of time it gain to it's previous positions ...!
