Same here. I got accepted for eBay Italy, but eBay Spain is still pending in my CJ account for a few weeks now.
Nope... I tried to sign-up to eBay Spain and it didn't work, I sent them email in Spanish and message in Spanish but it also didn't work. If someone knows how to get them approved you're more than welcome to share it!

Assure good leads? How can you do that, it's out of your hands when you send traffic to eBay. I redirect clicks based on the persons country to the proper eBay site. I don't have that many visitors from Belgium but it wouldn't hurt to have it setup. Right now any clicks from Belgium users get forwarded to eBay.com
