You can change the header links ad to a 728x90, and add another of these under the url form, any like:
728x90
Url form
728x90

So the 468 x 60 banner that you have below that text should be moved above that text.

Hardly anyway will read that text on your site, because people that are looking for a proxy already know what it is, so I think that you don't haev to put so much text describing it.
