Your first step should be to stop using txt spk :p

Once you've mastered that, you should start analyzing other people's websites to see how they work. Pull them apart, and see if you can code them back together. Learn how other people code, everyone does things differently.

    :)

try to save some webpages and watch how the css is designed.
    - search for css frameworks (search in google) and try to capture
    - you will need to learn photoshop also to crop images and to use in css.
    - basic knowledge in javascript is required.
    - when you are advanced in javascript, you can search for javascript framework such as mootools, ext-js, jquery, prototype, scriptaculas etc.

    all the best

Need to read a lot, especially design sites/blogs and practice it out.

LEarn how to code css table-free layouts.

Master browser issues, where firefox displays things fine, but IE screws up. Know the differences between what syntax each one knows so you know how to "fix things" properly.

Learn css a lot, and try to build more semantic sites.

Start learning the basics of javascript, and then get better at it.

I don't remember any good design sites/blogs at the top of my head but do look around for good design sites and they'll teach you stuff, little by little everyday.

Get some free templates and see if you are able to code something better than that.
    Learn some basics of php.
