    I am trying to build up some good links and want to market my web services online, so do anyone have any idea of such websites where we can make some potential clients.

    True. Platforms like ODesk and Elance are great but on the other side you have to pay fees every time.

    You could try promoting your services in the sales sections of forums and give away free reviews at the beginning.

    If I have money I will market my web service via adwords, I know it can be a risk for a new but once you learn it by yourself you will know that adwords is so potential to get new client into your web service.
