    There are a lot of free web directory lists out there where you'll find high pr directories to help you. You should start in your niche and then work out from there.

    What do you mean by international web sites? Sites in languages other than English? ...I believe all sites are "international" in a way or other :)

    I assume you mean by "international" is listing a non-English site? If so, what language is the site? This will help people to answer your question.

    Many Web directories have international sections. They are usually listed under a separate main category or a sub-category as follows:

    Foreign Websites
    By Country
    International Sites
    Country Specific

    Here is one I found a few days ago:

    MyCountryDirectory.com - by Continent and Country.

    You can find many of them by searching in Google.
