I am planning on setting aside $10-20 a month for directories. Wanted to know which ones were worth it, for cheap, that really help with PR.

$1-$2 only apply to pr0 or pr1 directories, for pr4 and above, you are expected to pay more than that.

I think you need to high budget. Just $1-4 is not sufficient. If you are planning less than $10, then look for some other sources.
