I would be very cautious with fiverr deals, especially after panda and penguin, because they are most likely automatic spam posts. Like SteveBenjamin said, you need to know what to look for. You can also check my signature for a site that focuses on backlinks.
Don't use Fiverr and cheap services as they provide you just junk links. Try the software in my signatures that does everything for you at. It submits your link and anchor text to 100s of doc sharing sites and you get tons of backlinks that will grow. Stop wasting money on these stuff and start your own backlinking machine.

Like other have said, if you want quality backlinks you either have to do it yourself or pay a lot of money to get somebody else to do it for you. There are plenty of people offering SEO for cheap, but do they really know what they're doing? If you're going to go for a SEO company, get one that gets paid on performance not on a monthly basis (unless of course they have a reputation and high end client list). Getting links from the wrong websites can damage your domain for a long long time to come, and if they're being paid monthly or a one off payment it makes no odds to them whether they ruin your domain.
A lot of people provide me sites that I am not satisfied with. Either with low indexed page or low pr value. I want pr 3+ plus indexed page larger than 500 sites. Ideal one should be with a theme of marketing, business, finance.
