    if you're looking for a free wysiwyg html editor two of the best are:

    http://www.seamonkey-project.org

    they have basically the same interface so it's mostly a matter of preference

    Pencil and paper, notepad on windows, and tutorials on the internet. Hand code, it's not too hard to learn.

    seems like weebly is the best....do you all think so? Or may be other webpage editor tht would better than weebly? (free :)

    You can't get any free-er than the plain-old text-editor your computer came with. And seriously, you don't need to learn how to use something like Notepad, so you save the time needed to learn some wysiwyg software and more valuably spend your time on learning the real code (which isn't rocket surgery, as Gary likes to say).
