Most books on press releases are outdated, and with blog promotion being something that always changes, you probably won't find a great book on that either. You'd be better off looking at articles and ebooks in this case, or pick up an older PR textbook just to learn about proper press release writing, and then learn about the distribution online. I have some press release resources at www.bizammo.com that can give you a jumpstart on press release writing, but can't think of any specific resources for blog promotion other than reading www.problogger.net.
