Punbb is really a nice simple forum if some1 doesnt want thier forum to be very complex its the best solution.
I like how punBB isn't as resource intensive as some of the other forum scripts around... but one of it's down points is its relative difficulty in customising themes and most of the ready-made ones don't look too good.
If your going to use punBB, I suggest using the fork of it - fluxbb. (From the original creators of punBB) punBB is going no where, there team has no structure, and its all about money. http://fluxbb.org/
I love PunBB as a member. It does lack modifications, but there are a couple neat looking pre-made themes. If you can edit it, I'd say it's well worth using. User experience is important to user driven sites.
PunBB's speed edge goes away as you add modules. MyBB is not much slower than a modded PunBB and Drupal and Vanilla both run circles around it.
I ran a successful forum a few years ago with PunBB. Overall I was happy with the software for a simple project. I had no problem creating a custom theme. You can certainly have a great forum with PunBB.
