Any benefit in a keyword rich "mini website"

I have a very basic understanding of SEO and want to take this to the next level. One of my clients is a lawyer and wants to dramatically improve his rankings. One strategy I am considering is to build a "mini website" with a domain that is one of his keywords. This site would contain some useful articles based on this keyword and a link through to his main website.

I guess I would then need to submit this mini site to directories and the articles to article directories.

I know I can't expect a simple "yes" or "no" answer to this question but generally speaking is this a worthwhile exercise? If anyone has done this, could you give me an indication as to the results and how long it took?

    Other suggestions welcome.

Why not spend the same amount of effort just optimizing the main site?

Build your quality links and your mini website will be having good ranking. but you need to show to the SE that your site is a worth and have some value then only your google will give you top ranking.
