Open an account with Barclays - if you want both zero balance and speed with Paypal.

You will initially need to give them a check of 5000 though (in some cases Rs. 2000) and after deducting some 790 INR (which is their annual maintenance charge) You get Rs. 4200 as balance in your account.

The kit comes within 5 days - includes a beautiful international debit card + free online banking + home banking + awesome customer service.

Plus the HELLO MONEY Service ROOOOOOOOOOOOCKS! Imagine being able to do every fricking thing that you can do in an online banking account with your mobile. And you don't even need GPRS. Just a GSM Handset!

    I recommend Barclays

get an account with Bank of India, you have to pay 1000 INR initially during the account opening and then can use it a zero balance ! and the 1000 RS is refundable at the time of the account closure.
