    PayPopUp depends on the sort of program your after if your after a CPA program to send traffic to then you could look into something like ZangoCash check out my sig for more information.

    As long as your website isn't a complete disaster :D, Zango's pay-per-install would probably work for you. They don't care about the nationality of the webmaster, they just care about where the traffic is coming from.

    They pay you for installs that originate from the United States, Canada, France, Germany, Italy, Netherlands, Spain, United Kingdom, Australia, Austria, Belgium, Denmark, Finland, Iceland, Ireland, Mexico, New Zealand, Norway, Portugal, Singapore, Sweden and Switzerland.

    Depending upon your traffic levels and visitor origins Zango can be quite lucrative. Hundreds or even thousands of dollars per day.

    And yes, Paypal is an option with Zango.
