But, the whole truth is Clinton's poverty rate decreased from 14.8% to 11.3% which equals a reduction of 23.65% in poverty. In the real case of Bush and Clinton the lower averaged president actually increased poverty whereas the higher averaged president lowered poverty. Averages don't tell the whole story.
