    Oxygen is a chemical element in the periodic table. It has the symbol O and atomic number 8. The element is very common, found not only on Earth but throughout the universe, usually bound with other elements.

    Oxygen is the second largest single component of the earth's atmosphere (20.947% by volume).

    From the first, regarding Nitroglycerin:
    With the mere presence of nitroglycerin, nitric acid was present. Nitroglycerin contains nitric acid and nitric acid is on the list. Sulfuric acid I take no exception with. I said it was used to create nitroglycerin, not on the list. Three of the four are on the list.

    If by "NEVER" you mean 4.9% achieved in May 1997 and never again above 5.0 after July 1997 you would be correct.

    The lowest unemployment rate under Bill Clinton was 3.8% in April 2000. In fact, if Democrats hailed Clinton's policies for bringing it to the level of 5.6% that would be because when Clinton took office unemployment was at 7.3%. So to lower unemployment to 5.6% would mean a decrease of 23.29% which is something to be hailed. Had George W Bush decreased unemployment by 23.29% that would mean an unemployment rate of 3.22% which also would have been worthy of praise. But that will never happen.

    The alleged 4.9% unemployment rate in August 2005 is a fraud. Those bogus numbers were released on September 2. Never are unemployment statistics released that early in the next month unless the administration has made up the numbers. It just can't be done. Watch how long it takes for September's numbers to come out in October.

    For the sake of discussion let's assume two presidents have the same average unemployment rate or poverty rate. On the surface that may seem as if the two presidencies are relatively equal. The math below demonstrates exactly how "averages" can be used to be blatantly misleading.

    President 1 assumes office and unemployment is at 10%. Unemployment drops to 1% like this:
    10,9,8,7,6,5,4,3,2,1=55/10=5.5

    President 2 assumes office after president 1 and unemployment increases back to 10% like this:
    1,2,3,4,5,6,7,8,9,10=55/10=5.5

    Both presidents have an average unemployment rate of 5.5%. Are both presidencies equal? One cut unemployment by 90%, the second increased unemployment by 1,000%, both have an average unemployment rate of 5.5%.

    Although Bush's poverty rate average is 12.25%(11.7, 12.1, 12.5, 12.7) the truth is poverty increased every year under Bush and the end result is poverty is up 12.39% from 11.3% to 12.7% whereas Bill Clinton's average poverty rate was 13.2875%. But, the whole truth is Clinton's poverty rate decreased from 14.8% to 11.3% which equals a reduction of 23.65% in poverty.

    In the real case of Bush and Clinton the lower averaged president actually increased poverty whereas the higher averaged president lowered poverty.

    Averages don't tell the whole story.

    Provisions related to Missile items

    This Annex is not about CHEMICAL AGENTS or CHEMICAL WMD. :rolleyes:
