The UN were the inspectors. Inspectors were allowed to return, but Iraq had a long history of moving things around. As Clinton's Secretary of Defense William Cohen said in April of 2003: "I am absolutely convinced that there are weapons...I saw evidence back in 1998 when we would see the inspectors being barred from gaining entry into a warehouse for three hours with trucks rolling up and then moving those trucks out." I find no evidence that inspections were allowed, or conducted right up until the war. January 27 was a deadline date for the inspectors. I find nothing that says saddam gave unfettered access up until the war began. That doesn't mean he didn't, just that I cannot verify it. To what were they caving into? Which of the conditions I listed did saddam decide to cooperate with? Would it have been prudent? There was twelve years of history to make that conclusion. Exhausting measures doesn't mean forever. He had a time frame and conditions, which were security council resolutions to meet. He did not. I don't find any of the conditions he caved on. Perhaps you have some in mind you would like to share? Twelve years, non-compliance for many years on inspections, then suddenly opening up. Saddam himself, maintained he had WMD. Would a few more months have made a difference? Who puts their trust in a mad man and his sons that murders people for fun?
