I have $107 in my account and I just found out today that its limited. Its limited because its connected to another account that apparently owes $100 to paypal. I need $20 to start up a business of my. I could go to the police station and complaint for id thief, or I could pay the $100, but I only have $7 in it. What should I do?
VCC is like a Fake ID uses solely to cheat Paypal verification process because it offers no level of verification at all and it allows cheats and scammers to create any name, address or country that they want through it. It is like using a fake driver's license or a fake passport. In the end, you will get caught when Paypal limit your account and ask for your credit card statement. Best is not to use it and just use a bank-issued credit card. Using a VCC would bring you to the same level as the any thief. Incidentally when you say the account is linked to another account which owes money to Paypal, is that account in question also yours ? Do you intend to go report yourself to the local police ?

A VCC or Virtual Credit Card is typical sold by people for one time use to fool the Paypal verification system. The seller of a VCC would typically not verify your status and just issue to anyone who send them some money, typically through e-gold. A VCC is not linked to a person, address, country and you can use it to pretend to be anyone else. Usually it cannot be reloaded and does not come with any physical bank-issued credit card statement. When you have a credit card, your bank will send you a monthly credit card statement detailing your money transaction and there would be a counterfoil which you should send back to the bank with your check. Paypal cannot view your credit card statement online unless you offer them that. If you owe Paypal, it would mean that you cannot use your account with paypal again until you cover the negative balance. It may ruin your credit history but it all depends on what steps Paypal takes to recover their money. It is best to make good your account and do not run away from your obligations.
Thanks for the advice, I think I will file a report and if that doesnt work out, I will just pay because I don't want a bad credit history just because of paypal. And this is going to be my last time I use paypal. Hmmm, I wonder if the site paypalsucks.com is still up for grabs?
There are lots of frauds going on by PayPal. To fight them, it is doing that. They once linked me to an account that owes them $2700 I called them and it was solved in about 2 hours or so.
