Another broad match question

I can't seem to find an answer to this anywhere on this forum or on the internet for that matter so maybe someone can help me out...

Say i have the following broad matched kws in the same, brand new, AdGroup:

    widgets
    blue neon flashing widgets

Lets say that, after a while, the broad match on widgets has had several hundred impressions and has a CTR of 1.5% and the broad match on blue neon flashing widgets has had zero impressions.

If somebody searches Google for blue neon flashing widgets, which keyword will the impression be attributed to?

I only ask this becasue I have heard that CTR is a factor that Google use to choose between keywords. So since widgets has history will it get that search impression?

I forget, is CTR a part of QS or is that only related to the landing page?

So if my page was for blue neon flashing widgets and was quite clear in that, then it would get the impression?

If so it might explain why my targeted terms on broad match dont get shown as much cos the page is generic. (I.E I am broad macthing blue neon flashing widgets when really my page is only about widgets in general.)

Ok, I checked myself and CTR is a factor of QS so in the above case the impression would be attributed to widget as the other keyword had zero impressions and so CTR was imposssible to calculate.

Is this correct do you think?

Google will try and use the keyword that has the best quality score. If your example was/is an actual ad group I wouldn't be surprised if occassionally blue neon flashing widgets received a few impressions but the bulk of the impressions in that ad group, assuming widgets continued to maintain a better quality score, would go to widgets.
