Right, it does depend on what you are targeting. You will see people who rank high for a competitive keyword often have that exact keyword as their anchor text on high ranking pages.

According to me anchor text should be small bcoz when we search for any topic in google we dont write much nd instead we write just 1 to 3 words.
You should have to take a loot at the topic you have. If you have a topic more on flights well then you should go for the anchor text "last-minute flight". Reminder, always use your keyword as an anchor text in order to be crawled by search engine.
Shorter anchor link is best to get optimized.But it should have a meaning. You can't optimize a site for a keyword- "and".
I love using 3-word keywords as my anchor text, since there is a chance that I might rank too in a 2-word keywords.
A one-word anchor text is unlikely to do you much good in your case. Look at the top 30 or 40 results for "travel". Unless you have millions of dollars to spend in your marketing budget, you aren't going to break through that. Besides, you are not selling "travel" in this case, you are selling "last minute travel." Do what makes sense for your website and matches your on-page SEO. There may be cases where a one word anchor text does make sense, but I think that will be rare.
