Always theme of the sites need to related, link exchanging sites should cater to the same industry. Anchor text is "the" most important part, because of which your site will rank in search results.....
Anchor tag is very important, but don't choose directly competitive sites. Choose which are related to your site but not directly competes with u.
more sites link you with keyword1, more chances to get high ranking in search engines with this keyword1. But you should'n use only 1 or 2 keywords while doing link exchange, use the most important ones, their variants and the phrases containing these important keywords.
