Anchor Link Text For a Semi Related Keyword In An Article Resource Box

There are obviously tons of great keywords (low comp. high search volume) out there still to be found.

My question is that whenever I find one which somewhat pertains to my niche, yet one which I'm not actively targeting it or mentioning anywhere on my actual site...is there any value in making my anchor text in say an article resource box which points back to my site these semi related keywords which are low competition?

So basically I know that I should use the word in the article in hopes of making that article rank for that keyword, but should I use the keyword phrase in my links in the article as well as the body even if I'm not targeting that word on my site?

So I'm facing this issue right now. I'm writing an article and targetting a keyword "blank scam" let's call it for now, and I'm hoping to rank that article for that keyword phrase. I don't target "blank scam" anywhere on my site where I'm sending the link to, so I'm wondering if there is any point in my using "blank scam" as my anchor text in my resource box? Like will it help the article to rank better in the SERPS for that phrase?

it is possible to get ranked for a term purely based on anchor text backlinks. it however makes it lot easy if you have SEO optimized content but for low volume terms, you can get ranked with just backlinks
