I have and I would. What I mean by I have, is I built a page for a niche I was interested in and then sold it. It is a matter of putting a project plan and timeline in place. It's very important to understand this. Somewhat of a disclaimer. There are no guarantees when it comes to organic searches and permanent placing. If I were to build the page, the owner of the page would need to do continual research and link building to hold that page in place, kind of like tent poles, each link would hold your page in place, theres many ways to do this as well. So you know, usually I have been able to get my Squidoo page in Google in less than two days, usually it will stay sometimes for a day or sometimes for a week, then for no reason disappear. Then it will reappear, during that time of it disappearing into the Google abyss, this would be a good time to hit forums, write articles and submit them to article directories, and get backlinks to that squidoo page. So when it re-enters, Google will like what it sees, this is a continual process for about up to 2 weeks, then its usally on auto-pilot, making sure you update the page twice a week or so, it rare when I am not getting the page set on Google's 1st and 2nd page.. still it all comes down to the competition

    hope this helps!
