I have seen alot of people asking and requesting information on how to boost rankings of their website in Google. For me, private blog networks have been the most effective method of increasing rankings in google without being affected by penalties. I will provide a short summary on how I search for expired domains. There are pleanty of places available to buy an expired domain, moonsy, register compass, godaddy auctions. There are tons of places. Your domains will need to have decent Page authority & domain authority. Whilst page rank is good, a more reliable measure for me personally is PA, DA & backlink profile. They must also have a decent backlink profile. Spammy domains will not be beneficial to you. You must check the backlinks. If there is a good number of backlinks (not thousands) coming from various IP's and domains, all other metrics should fall into place. Ie, citation flow and trust flow should be good. Once you have done checking the domain metrics and backlink profile it is good to check wayback machine to see what the domain was used for in the past. If you find a genuine looking website at a previous date, without other variations to the website that are in completely different niches, this should satisfy all of your tests. You should now be confident that this domain is genuine and will help in building your future private blog network.

Those figures are pretty low. I wouldn't bother purchasing. Anything below 10 in TF & CF is not worth bothering with, PA & DA id be aiming for higher than 15

I've had to do a bit of this myself this past month, and I would like to put in my two cents and recommend moonsearch. It's a useful tool to quickly check all the basic information about a potential domain purchase, PLUS, they have a "about to expire soon" page on their website, which let's you see, at a glance, which domains will be available for purchase in the nearest future.
The metrics I go for definitely book me rankings results. Check the metrics below: Domain Authority = 20+ Page Authority = 30+ Trust flow = 10+ Citation Flow = 10+ AGE = At least 1/2 years Anchor text profile = 70/80% are BRAND and URL anchors instead of keyword focused ones.
