Am I Unclear on the Concept?

When submitting my blogs or website to a directory for inclusion I always immediately add a reciprocal link to my site when requested to do so. I then allow at least 10 days for my the directory to review and list my site. Meanwhile, I'm duly displaying the directory text link or banner ad on my web links page or blog side bar.

But what happens is that when directories choose not to list my submission they don't even send a rejection notice. So of course, I then delete their link, but meantime, they've gotten several days of free advertising from me.

Is it expecting too much for directories, especially the ones who promise review within a given length of time and who invite new blog and/or website additions, to actually follow through?

    Forget reciprocal directories then.

Just assume that most of the directories you submit to have been abandoned by their owners (lots of them have!). I'd be happy with a 1/5 hit rate for the non recip directories I submit to.

Well, then, can anyone on DP suggest a blog directory that is responsive and responsible, i.e. will list or reject a blog site within a few days of submsission?

I don't recommend reciprocal link exchanges (especially with directories). Links from those dirs are waste as your link will be placed on PR0 and irrelevant page.
