Am I Breaking The Rules

    Underneath the navigation buttons, I have my leatherboard google ad, not sure if I have to put a line under there or not to separate the navigation buttons and the ad?

    Youtube (owned by Google) is doing the same thing so, no, I don't think you are breaking any rules. ;)

    it's possible, but incredibly unlikely, that they could still ask you to add a border. it doesn't look like you're trying to decieve people though so there's no way I could imagine just cutting you off from your account.

    Very difficult to say. Perhaps, you shoot of an email to them and get a definate answer from them.
