Am I at any illegel risk if I make a traffic/signup exchange and maybe pay for credit

    Hi,


    I'm gonna make a site which will advertise sites people tries to get traffic too since I'm sick of all these scams where you do traffic exchance and most of it is just scam so I'm gonna make one where the admin has to check it and it will be against the tos to add any of these: Copyright hyperlinking, infrigment sites, sites which is pretty much spam, so I will review them. Then I'm thinking of making a signup exchange where a user can submit his/her site to get signups and he must sign-up to get people to signup for his site. Maybe in the future I can add it where they can pay to submit a site or something for traffic exchange credit and signup credits.. Would I be at any illegel on any of these features?

    Also I would be adding site dictionary where they can submit a site and could maybe get hits.. and add ads on the sites to make little profit.

    And I won't be using anybody source code I'll program it myself trying to learn more of mysql, php and javascript.

    From what I understand, nothing of what you are doing is illegal in any way. People pay for traffic all the time, whether its through banner ads, link exchanges, traffic exchanges and directories. So long as you provide what you advertise, I don't see any legal complications at all.
