    Can I put in the description something like:

    AUTO INSURANCE
    Use this links to help you find a great quote on auto insurance



    Is that allowed?

    I think the only text that you can place above your adverts are, 'Sponsored Links' and 'Advertisements'. All other decptive text can result in a ban.

    No, it's not allowed and if Google notice it you will get your account suspended.
    Don't do it and read carefully their ToS.
